Abstract

Economics learning on the State Budget (Anggaran Pendapatan dan Belanja Negara/APBN) material in Class XI of SMA Negeri 1 Lewolema was still dominated by the lecture method without instructional media, so learning ran in one direction and student outcomes had not reached the Minimum Completeness Criteria (KKM) of 75. This condition encouraged the implementation of the Problem Based Learning model to improve student outcomes on the APBN material. This study aims to determine the implementation of Problem Based Learning in improving learning outcomes on the State Budget material in Class XI of SMA Negeri 1 Lewolema in the 2025/2026 academic year. The classroom action research method was used across two cycles. Data were collected through tests, observation, and documentation involving 36 Class XI students as the research object. Results show that Problem Based Learning improved economics learning outcomes on the State Budget material, with completeness increasing from 73.29% in Cycle I to 84.44% in Cycle II. Of the 36 students, 30 scored above the Minimum Completeness Criteria, while 6 had not yet reached completeness. The Problem Based Learning model can be adopted as an effective alternative for economics learning to improve student outcomes on the State Budget material.
